Position Title: Monitoring, Evaluation and Learning (MEL)/Collaborating, Learning and Adapting (CLA) Director

Period of Performance: 2024 - 2029 (End of project)

Place of Performance: Antananarivo, Madagascar

BACKGROUND

The five-year (2024-2029) USAID Madagascar HARENA Activity will use a multisectoral systems approach to reduce threats to biodiversity and forests, improve conservation, and build resilience to climate change; develop sustainable, economic opportunities for the poor; and improve environmental governance. Working across local economic and social systems, the Activity will address the root causes of poverty and food insecurity that drive communities in Madagascar to rely on areas of high biodiversity for their basic needs. To do so, the Activity will work through three key areas of interventions: 1) natural resource and protected area (PA) management, and biodiversity and forest conservation (nature); 2) improved, climate-resilient livelihoods and private sector engagement for enhanced human wellbeing and socioeconomic outcomes (wealth); and 3) natural resource/PA governance (power). Focused in three geographic zones with high biodiversity value and high land-based climate change mitigation potential, HARENA will implement five strategic approaches to achieve key results:

  • Strategic Approach 1: Improve sustainable management of natural resources with a focus on biodiversity, land, forests, and protected areas (PA);
  • Strategic Approach 2: Promote sustainable and climate-resilient, market-led diversified agriculture-based livelihoods, including complementary natural resource products (such as tree crops) to improve livelihoods and ecosystems services;
  • Strategic Approach 3: Improve national, regional, and local-level governance, advocacy, and anti-corruption efforts around natural resource, land, and water management;
  • Strategic Approach 4: Increase local resilience to prepare for and adapt to climate change and other shocks; and
  • Strategic Approach 5: Strengthen land use management through spatial planning at the communal level and secure land rights through the effective implementation of the land tenure policy.

POSITION DESCRIPTION

The MEL/CLA Director is responsible for the design and implementation of the project’s monitoring and evaluation (M&E) plan and data collection system to measure overall project performance against established goals and objectives. S/he manages all aspects of the monitoring and reporting system, including development of the Activity indicators and data sources. This position oversees preparation of regular project reports and deliverables for USAID, highlights best practices and approaches for all project counterparts, and promotes collaboration and effective knowledge exchange among local partners and external stakeholders. S/he ensures that the Activity produces and disseminates high quality knowledge, tools, and lessons learned through routine monitoring and evaluation and the implementation experience.

The MEL/CLA Director analyzes information to ensure that project leadership has timely data on program progress to help decision making and performance improvement, in addition to tracking delivery against program targets. S/he uses existing evidence and identifies solutions to promote data-based decision making among program and technical staff.

KEY DUTIES AND RESPONSIBILITIES

Planning and Implementation:

  • Design, revise, and implement MEL plan.
  • Develop indicators, baselines, and targets to inform results-based annual work plans and provide useful data for reporting, communications, and organizational learning.
  • Establish and coordinate effective mechanisms of monitoring and evaluation of HARENA implementation, including developing/adapting data collection tools.
  • Oversee implementation of project indicators and tracking, measurement, and recording of targeted results.
  • Oversee data quality assessment and address challenges in data and information management.
  • Design/adapt project performance monitoring database and oversee timely collection, verification, and updating of data; monitor data accuracy, entry, and cleaning.
  • Oversee development of data visualizations and reports, integrating a range of formats for use in planning and reporting.
  • Lead the M&E team to ensure the MEL system accurately captures project and donor needs.

Knowledge Management and Capacity Building:

  • Identify and analyze lessons learned from evaluations and studies.
  • Provide training and capacity building on MEL/CLA methods, tools and best practices to HARENA staff, local partners, grantees, and other stakeholders. Support them to integrate and institutionalize CLA and adaptive management best practices.
  • Support design and implementation of innovative approaches and solutions to data gathering and monitoring.
  • Coordinate with grants team to support grant awards’ implementation and assessment in terms of appropriate M&E data collection and assessment of grant awards’ impact.
  • Ensure coordination between MEL & CLA, communications, and technical teams to produce data for activity updates, newsletters, success stories, and performance reports.
  • Ensure mainstreaming of gender equality in all aspects of M&E and reporting, and that required gender and youth related data are tracked, recorded, and reported properly.

Staff Supervision:

  • Train, supervise, and mentor M&E staff.
  • Provide overall guidance and manage all the M&E related efforts, communicating and coordinating as needed with DAI home office staff.
  • Establish and maintain a culture of collaboration, learning, and adaptive management.

Communications:

  • Foster ongoing positive cooperation with the stakeholders and HARENA staff.
  • Coordinate dissemination of key lessons learned and knowledge and learning products through diverse communication channels.

Reporting:

  • Coordinate and contribute to preparation of HARENA quarterly and annual reports.
  • Ensure timely and accurate reporting of progress and results to project stakeholders.
  • Serve as the point of contact for all official communication dealing with M&E management.

REPORTING:

The MEL/CLA Director will report to the Chief of Party, with additional oversight provided by the Deputy Chief of Party.

QUALIFICATIONS

  • Bachelor’s degree in monitoring and evaluation, statistics, research methods, or related field.
  • At least 10 years of professional experience in M&E.
  • Professional knowledge of MEL/CLA processes and procedures.
  • Experience managing staff and leading MEL/CLA activities, related departments, or project components.
  • Ability to solve complex M&E challenges, evaluate options, and advise strategic decision-making based on existing evidence, data trends, lessons learned, and other relevant information.
  • Excellent communications and personnel management skills and ability to relate to people at all levels of an organization.
  • Well organized and self-directed with strong technical skills, analytical ability, good judgement, and operational focus.
  • Professional-level oral and written fluency in English, French and Malagasy is required.

Ciblée dans trois zones géographiques à haute valeur de biodiversité et à fort potentiel d’atténuation du changement climatique terrestre, HARENA mettra en œuvre cinq approches stratégiques pour atteindre des résultats clés :

  • Approche Stratégique 1 : Améliorer la gestion durable des ressources naturelles avec un accent sur la biodiversité, les terres, les forêts et les aires protégées (AP) ;

DESCRIPTION DU POSTE

Le Directeur du Suivi, Évaluation et Apprentissage / Collaboration, Apprentissage et Adaptation (acronyme MEL/CLA en anglais) est responsable de la conception et de la mise en œuvre du plan de suivi et évaluation du projet et du système de collecte de données pour mesurer la performance globale du projet par rapport aux objectifs établis. Il/Elle gère tous les aspects du système de suivi et de rapport, y compris le développement des indicateurs d’Activité et des sources de données. Ce poste supervise la préparation des rapports réguliers du projet et des livrables pour l’USAID, met en avant les meilleures pratiques et approches pour tous les partenaires du projet, et promeut la collaboration et l’échange de connaissances efficace parmi les partenaires locaux et les parties prenantes externes. Il/Elle assure que l’Activité produit et diffuse des connaissances, outils, et leçons tirées de haute qualité à travers un suivi et évaluation routiniers et l’expérience de mise en œuvre.

Le Directeur MEL/CLA analyse les informations pour s’assurer que la direction du projet dispose de données opportunes sur les progrès du programme pour aider à la prise de décision et à l’amélioration de la performance, en plus de suivre la livraison par rapport aux cibles du programme. Il/Elle utilise les preuves existantes et identifie des solutions pour promouvoir la prise de décision basée sur les données parmi le personnel du programme et technique.

PRINCIPALES TÂCHES ET RESPONSABILITÉS

Planification et Mise en Œuvre :

  • Concevoir, réviser et mettre en œuvre le plan MEL.
  • Développer des indicateurs, des références initiales et des objectifs pour informer les plans de travail annuels basés sur les résultats et fournir des données utiles pour les rapports, communications et l’apprentissage organisationnel.
  • Établir et coordonner des mécanismes efficaces de suivi et évaluation de la mise en œuvre de HARENA, y compris le développement/l’adaptation d’outils de collecte de données.
  • Superviser la mise en œuvre des indicateurs du projet et le suivi, la mesure et l’enregistrement des résultats ciblés.
  • Superviser l’évaluation de la qualité des données et faire face aux défis dans la gestion des données et de l’information.
  • Concevoir/adaptez la base de données de suivi de performance du projet et superviser la collecte, la vérification et la mise à jour des données à temps ; surveiller l’exactitude, la saisie et le nettoyage des données.
  • Superviser le développement des visualisations de données et des rapports, intégrant une gamme de formats pour une utilisation dans la planification et les rapports.

Gestion des Connaissances et Renforcement des Capacités :

  • Identifier et analyser les leçons tirées des évaluations et études.
  • Fournir une formation et un renforcement des capacités sur les méthodes, outils et meilleures pratiques MEL/CLA au personnel de HARENA, aux partenaires locaux, aux bénéficiaires de subventions et à d’autres parties prenantes. Les soutenir pour intégrer et institutionnaliser les meilleures pratiques de CLA et de gestion adaptative.
  • Soutenir la conception et la mise en œuvre d’approches et solutions innovantes pour la collecte de données et le suivi.

Supervision du Personnel :

  • Former, superviser et encadrer le personnel de suivi et évaluation.
  • Fournir une orientation générale et gérer tous les efforts liés à M&E, en communiquant et coordonnant au besoin avec le personnel du siège de DAI.
  • Établir et maintenir une culture de collaboration, d’apprentissage et de gestion adaptative.

Communications :

RAPPORT :

QUALIFICATIONS

  • Licence en suivi et évaluation, statistiques, méthodes de recherche ou domaine similaire.
  • Au moins 10 ans d’expérience professionnelle en M&E.
  • Connaissance professionnelle des processus et procédures MEL/CLA.
  • Expérience dans la gestion du personnel et la direction des activités MEL/CLA, des composantes MEL du projet, ou des départements associés.

Tara Climate Foundation is a new philanthropic initiative in Asia. Tara’s vision is a just and thriving Asia powered by renewable energy. Our mission is to support a diverse group of partners to accelerate Asia’s energy transformation. Tara funds think tanks, civil society, research organisations and other non-state actors, and our mandate includes Southeast Asia, East Asia excluding China, and South Asia excluding India.

Tara Climate plays three main roles in the region: (1) providing grants to a diverse group of partners in the region, (2) constantly developing and assessing strategy, and (3) convening partners within and across borders.

Tara was previously hosted by the European Climate Foundation (ECF) and continues to have the strong backing of the ECF and of other philanthropic foundations. Over the last 2 years, Tara has significantly increased its funding base and currently has more than a dozen philanthropic funders supporting our work and providing grants to hundreds of partners. In the next 4 years, we are looking to double our funding and grantmaking to combat climate change in this decisive decade.

The Japan Senior Program Officer will work closely with the Japan Program Director and Deputy Japan Program Director to accelerate the Japan energy transition program expanding its work across the country and the region by supporting think tanks, civil society organizations and other stakeholders.

The successful applicant is a forward-looking, experienced strategist with a passion for driving systemic change and a collaborative approach to work. The ideal candidate will have a good understanding of the opportunities and challenges related to clean energy transition in Japan, with experience working with a diverse set of stakeholders, including corporates, industry associations, public and private financial institutions, NGOs, think tanks, and government agencies.

The Japan Senior Program Officer’s main areas of responsibility are:

Strategy

  • Lead the development of strategies for the allocated pillars of the Japan Program that will accelerate a just energy transition in consultation with partners.
  • Identify grantees and strategies that can help drive further climate ambition in these pillars.
  • Develop resource requirements and budget plans and develop and track key performance indicators for the program.
  • Proactively review developments in the economic sector and political situations that may impact the program and continuously adapt and revise strategies and tactics.
  • Develop funding proposals and report to funders on progress.

Partnerships and Coordination

  • Network with various stakeholders, including industry sector, industry associations, existing
  • grantees, potential partners, and national, regional and international organizations working in the space relevant to the program’s implementation.
  • Facilitate coordination among partners inside and outside of Japan to ensure Tara achieves outcomes that are larger than the sum of the individual partners’ efforts.

Grantmaking

  • Manage a program budget and partner grants, including developing and incubating new partners
  • Guide and advise grantees, partners, and prospective partners in the field to ensure activities achieve their intended objectives and results.
  • Monitor grantee and partner deliverables and submissions and provide general oversight on their timeliness and quality.

Skills & Experience:

  • At least five years of work experience in relevant programs/initiatives with a demonstrated
  • Understanding on how to create systematic change in the energy and development sector.
  • Strong motivation and understanding to address the climate crisis.
  • An innate grasp of strategy, systems thinking, and the ability to articulate strategies in a clear and compelling way and the ability to translate strategy into implementation.
  • Robust understanding of economic development planning processes and the dynamics in the corporate and finance sector.
  • Knowledge and understanding of the political, economic and cultural context in Japan, particularly on sustainable development and energy transformation issues.
  • Demonstrated policy analysis skills.
  • Demonstrated communication and networking skills that enable effective collaboration with a diverse group of partners.
  • Excellent written and verbal communication skills in English and Japanese.
  • Reliable computer skills with standard applications (e.g., Microsoft Outlook, Excel, PowerPoint, Word)
  • Used to working flexibly at a fast pace in remote settings with multi- cultural teams across multiple time-zones

Position Overview

This in country post is based in our WASH and Schools Programme, and will provide support to emerging target areas focusing on; community solar electrification projects, WASH healthcare and education infrastructure development, and support the wider team in developing integrated service provision in rural schools.

The National Technical Advisor provides strategic orientation, support, monitoring, review and evaluation of some aspects of the MDG programme. Project Overview

In Madagascar, Medair implements DRR/ EWS, CVA, WASH and Shelter* (with the increasingly frequent use of the Cash Voucher Assistance modality), currently in the South and South-East of Madagascar, as a key stakeholder in emergency response in the country, partnering with different donors like UNICEF, SDC, IOM, Start Network, AFD, DRA, and working in close collaborations with numerous INGOs and local organisations. *Nutrition‐Health projects were run until June 2023 and new ones may be runned in a near future.

Strategy Development – Assist the Sr Management and the PFM in:

CONTEXTE

Helen Keller Intl soutient la supplémentation en vitamine A de 40 millions d'enfants chaque année dans 14 pays d'Afrique subsaharienne. Lorsqu'elle est administrée deux fois par an à au moins 80 % des enfants âgés de 6 à 59 mois dans les pays où la mortalité des enfants de moins de cinq ans est élevée et où les taux de carence en vitamine A sont élevés, la supplémentation en vitamine A peut contribuer à réduire la mortalité infantile jusqu'à 24 %.

Les capsules de vitamine A sont administrés aux enfants deux fois par an par le biais de multiples mécanismes d'administration. Certains pays organisent des campagnes de distribution de masse où des équipes de distributeurs se rendent dans chaque foyer pour donner la vitamine A aux enfants. D'autres ont intégré le SVA dans leurs soins de santé de base, parallèlement à la vaccination de routine ou à la surveillance de la croissance. Un troisième groupe de pays utilise un système hybride qui combine des campagnes et une supplémentation basée sur les services de routine.

A Madagascar, Helen Keller Intl apporte un appui technique et financier pour la mise en œuvre de la Supplémentation en Vitamine A (SVA), dans un premier temps, dans les régions de Sava, Sofia, Menabe, Ihorombe puis compte élargir ses activités vers les régions de Melaky, Betsiboka, Boeny, Diana, par le biais d’activités de rattrapage couplées aux campagnes de vaccination (AVS polio, rougeole, AVII). Ces activités sont généralement organisées deux fois par an, vers mai et novembre de chaque année et sont mises en œuvre par le ministère de la Santé avec le soutien financier et technique des équipes d'Helen Keller.

Afin d'évaluer le nombre d'enfants touchés par ces activités (couverture) du premier semestre 2024, Helen Keller Intl mène des enquêtes de couverture transversales auprès des ménages en suivant la méthodologie développée par l'OMS pour mesurer la couverture des campagnes de vaccination.

Nous sommes actuellement à la recherche d'un cabinet de consultance ou de consultants pour accompagner les équipes d'Helen Keller dans le pays afin de mener une enquête, après la campagne de supplémentation en vitamine A de mai 2024.

L'agence sera responsable de la préparation de l'enquête, y compris l'adaptation du protocole et des outils, la soumission du protocole et des outils aux comités national d’éthique, le recrutement, la formation et la supervision des enquêteurs de données sur le terrain, le contrôle qualité de la collecte des données, l'analyse des données et la production de rapports.

Description de l'enquête

  • Les enquêtes, appelées enquêtes de couverture post-événement (PECS), doivent être menées dans les 4 semaines suivant la fin des activités de rattrapage SVA afin d'éviter les biais de rappel.
  • L'échantillonnage pour ces enquêtes se compose de 110 grappes qui doivent couvrir toutes les régions soutenues par Helen Keller Intl afin de fournir une estimation fiable de la couverture de la SVA dans ces régions. Comme Helen Keller couvre 4 régions sur 24, les grappes seront tirés par un tirage aléatoire systématique proportionnelle à la taille de la population par région par l’institut national de la statistique.
  • . À l'intérieur de chacune des grappes sélectionnés, l'équipe de collecte de données procède d'abord à un dénombrement exhaustif de tous les ménages de la grappe, en répertoriant tous les ménages (éligibles et non éligibles), le nombre d'enfants et le nombre de personnes vivant dans chacun d'eux. À partir de cette liste, l'équipe sélectionnera au hasard environ 12 ménages éligibles pour administrer le questionnaire.
  • Ces enquêtes permettent également d'échantillonner au hasard un établissement de santé et un distributeur communautaire dans chacun des grappes sélectionnées afin d'évaluer la performance de la mise en œuvre de la campagne, la satisfaction de l'agent de santé et de l'agent communautaire et d'identifier les défis qui ont pu affecter la couverture des activités de SVA.
  • Les questionnaires auprès des ménages se concentrent principalement sur la réception des services de la SVA et les raisons de la non-réception, la satisfaction des mères gardiennes d’enfants, mais peuvent également intégrer des modules supplémentaires visant à évaluer la couverture d'autres services de santé et de nutrition ou à étudier les connaissances et les pratiques des membres du ménage sur des sujets pertinents pour le pays.
  • Les questionnaires sont numérisés à l'aide de SurveyCTO et le cabinet de consultance doit fournir à chaque équipe de collecte de données des smartphones et/ou des tablettes qui peuvent être utilisés pour saisir les réponses des répondants sur le terrain.
  • Helen Keller utilise la plateforme Survey CTO pour la collecte et le stockage des données dès qu'elles sont saisies dans les formulaires.
  • Helen Keller Intl a adapté les guides et les outils de l'OMS aux besoins spécifiques du PECS et a développé une boîte à outils complète qui comprend le protocole, des questionnaires, des cadres analytiques et des modèles de rapport que l'agence de consultance utilisera pour la réalisation de l'enquête de couverture.

  • Lors de la collecte de données, l'organisme est tenu de surveiller quotidiennement le nombre d'indicateurs de suivi de la qualité des données et de communiquer ces informations à l'équipe d'Helen Keller et l’équipe de pilotage de l’enquête.
  • Lors de la collecte (dénombrement, enquête ménage, auprès des agents de santé et des agents de santé communautaires) le cabinet doit mettre en place un tableau de bord de suivi journalier des principaux indicateurs de chacune des collectes
  • Le cabinet de consultance doit fournir un rapport journalier de la collecte des données, des différences observes entre les données des enquêteurs et celles des superviseurs lors du contrôle qualité et les mesures prises lorsqu’il y a des différences.
  • Helen Keller utilise STATA pour l'analyse des données et le cabinet de consultance devrait fournir tous les fichiers (do files d’apurement et d’analyse) de travail utilisés pour effectuer le nettoyage, la pondération et l'analyse des données.
  • L'analyse et le rapport de l'enquête doivent être prêts dans un délai maximum de 2 mois après la fin de la campagne pour éclairer la préparation de la prochaine série de campagnes.
  • Les dates des campagnes peuvent varier et Helen Keller se réserve le droit d'imposer des changements dans le calendrier des enquêtes.

Période contractuelle prévue et mécanisme d'attribution

La période prévue de l'attribution devrait être de 6 mois à partir d'avril 2024. Les soumissionnaires doivent indiquer clairement les coûts de soutien « de démarrage » pour l'enquête, s'il y a lieu, nécessaires pour commencer les services.

BACKGROUND

The five-year (2024-2029) USAID Madagascar HARENA Activity will use a multisectoral systems approach to reduce threats to biodiversity and forests, improve conservation, and build resilience to climate change; develop sustainable, economic opportunities for the poor; and improve environmental governance. Working across local economic and social systems, the Activity will address the root causes of poverty and food insecurity that drive communities in Madagascar to rely on areas of high biodiversity for their basic needs. To do so, the Activity will work through three key areas of interventions: 1) natural resource and protected area (PA) management, and biodiversity and forest conservation (nature); 2) improved, climate-resilient livelihoods and private sector engagement for enhanced human wellbeing and socioeconomic outcomes (wealth); and 3) natural resource/PA governance (power). Focused in three geographic zones with high biodiversity value and high land-based climate change mitigation potential, HARENA will implement five strategic approaches to achieve key results:

  • Strategic Approach 1: Improve sustainable management of natural resources with a focus on biodiversity, land, forests, and protected areas (PA);
  • Strategic Approach 2: Promote sustainable and climate-resilient, market-led diversified agriculture-based livelihoods, including complementary natural resource products (such as tree crops) to improve livelihoods and ecosystems services;
  • Strategic Approach 3: Improve national, regional, and local-level governance, advocacy, and anti-corruption efforts around natural resource, land, and water management;
  • Strategic Approach 4: Increase local resilience to prepare for and adapt to climate change and other shocks; and
  • Strategic Approach 5: Strengthen land use management through spatial planning at the communal level and secure land rights through the effective implementation of the land tenure policy.

POSITION DESCRIPTION

The Deputy Private Sector Engagement (PSE)/Livelihoods Lead will help oversee the design and implementation of PSE/Livelihoods activities in coordination with the Deputy Chief of Party (DCOP) as well as manage the assigned Regional Office. She/he will promote market-led, diversified, agriculture-based livelihoods through private sector linkages and access to market opportunities, strengthening key value chains and reinforcing capacities of local communities, cooperatives and producer groups. She/he will coordinate with smallholder farmers, cooperatives, business associations, and other private sector partners to develop and leverage Public-Private Partnerships (PPPs) and market systems, improving community well-being and sustainable livelihoods.

KEY DUTIES AND RESPONSIBILITIES

  • Lead the design and implementation of PSE and Livelihoods activities in coordination with the DCOP, oversee and manage the assigned Regional office and staff.
  • Provide technical guidance and direction for PSE and Livelihoods programming and develop strategies for PSE and Livelihoods initiatives.
  • Supervise relevant staff and coordinate with regional/technical leads and specialists across all 3 project target zones/landscapes to ensure alignment of technical activities with respect to PSE and Livelihoods.
  • Engage with local community organizations, smallholder farmers, cooperatives, producer groups, business associations, and other project stakeholders to develop and reinforce capacities, and to develop and leverage Private-Public Partnerships (PPPs).

  • Conduct assessments of the private sector landscape and contribute to, participate in, and use market systems diagnostics to assess business models and inform initiatives to strengthen value chains.
  • Provide technical support and advice to grantees and other Partnership Fund partners for effective implementation of PSE and Livelihoods activities.
  • Ensure timely and accurate reporting and contribute to information and data collection for all project reports.
  • Occasional travel to the other two regional landscapes to support implementation of PSE and Livelihoods activities.

REPORTING:

The Deputy PSE/Livelihoods Lead will report to the Deputy Chief of Party.

QUALIFICATIONS

  • Bachelor’s degree in agricultural economics, business, or related field.
  • At least 10 years of professional experience related to PSE and Livelihoods.
  • Experience leading and managing PSE and Livelihoods project components and supervising relevant staff.
  • A clear understanding of contemporary development issues relating to PSE and Livelihoods, especially as they relate to rural development in HARENA’s 3 target zones/landscapes.
  • Ability to develop innovative solutions and approaches to PSE and Livelihoods challenges at local and regional levels in coordination with partners and stakeholders.

DESCRIPTION DU POSTE

Le Responsable adjoint de l’Engagement du Secteur Privé (PSE) /Moyens de Subsistance contribuera à superviser la conception et la mise en œuvre des activités du PSE/moyens de subsistance en coordination avec la Chef Adjointe du Projet (DCOP) ainsi qu’à gérer le bureau régional. Elle/il promouvra des moyens de subsistance diversifiés basés sur l’agriculture et orientés vers le marché grâce à des liens avec le secteur privé et à l’accès aux opportunités de marché, en renforçant les chaînes de valeur clés et en renforçant les capacités des communautés locales. Il/elle assurera la coordination avec les petits exploitants agricoles, les coopératives, les associations professionnelles et d’autres partenaires du secteur privé afin de développer et d’exploiter les partenariats public-privé (PPP) et les systèmes de marché, en améliorant le bien-être des communautés et les moyens de subsistance durables.

PRINCIPALES TÂCHES ET RESPONSABILITÉS

  • Piloter la conception et la mise en œuvre des activités des moyens de subsistance en coordination avec le DCOP, superviser et gérer le bureau régional assigné et son personnel.
  • Fournir des conseils et des orientations techniques pour la programmation de le PSE et des moyens de subsistance et élaborer des stratégies pour les initiatives en matière de PSE et de moyens de subsistance.
  • Superviser le personnel concerné et assurer la coordination avec les responsables régionaux/techniques et les spécialistes dans les trois zones/paysages cibles du projet afin de garantir l’alignement des activités techniques en ce qui concerne l’éducation postsecondaire et les moyens de subsistance.

  • Identifier les opportunités et les défis pour les acteurs du secteur privé de s’engager avec les communautés locales, les coopératives et les groupes de producteurs dans la construction de moyens de subsistance durables orientés vers la conservation de la biodiversité, l’amélioration de la gestion des ressources naturelles, et l’adaptation et la résilience au climat.
  • Réaliser des évaluations du paysage du secteur privé et contribuer, participer et utiliser les diagnostics des systèmes de marché pour évaluer les modèles d’entreprise et informer les initiatives visant à renforcer les chaînes de valeur.
  • Fournir un soutien technique et des conseils aux bénéficiaires et aux autres partenaires du Fonds de partenariat pour une mise en œuvre efficace des activités liées à l’éducation et à la formation tout au long de la vie et aux moyens de subsistance.
  • Assurer le rapportage précis et en temps voulu et contribuer à la collecte d’informations et de données pour tous les rapports de projet.
  • Voyages occasionnels aux deux autres paysages régionaux pour soutenir la mise en œuvre des activités liées au PSE et aux moyens de subsistance.

Le Responsable Adjoint de PSE/Moyens de Subsistance sera sous la direction de Chef Adjointe du Projet.

QUALIFICATIONS

  • Licence en économie agricole, en commerce ou dans un domaine connexe.
  • Au moins 10 ans d’expérience professionnelle dans le domaine de l’éducation postsecondaire et des moyens de subsistance.
  • Expérience de la direction et de la gestion de composantes de projets dans le domaine de l’éducation physique et des moyens de subsistance et de la supervision du personnel concerné.
  • Une compréhension claire des questions de développement contemporaines liées à l’EPS et aux moyens de subsistance.
  • Capacité à élaborer des solutions et des approches novatrices pour relever les défis de l’éducation postsecondaire et des moyens de subsistance aux niveaux local, régional et national, en coordination avec les partenaires et les parties prenantes.
  • Excellentes compétences en matière de communication et de gestion du personnel et capacité à établir des relations avec des personnes à tous les niveaux d’une organisation.

POSITION DESCRIPTION

The Natural Resource Management (NRM) Lead will oversee and coordinate natural resource management and climate resilience initiatives for the HARENA project, as well as manage the assigned Regional office. This position will lead the design and implementation of NRM and climate resilience activities, playing a pivotal role in strengthening community-based NRM and enabling communities in the target landscapes to improve NRM and adapt to the impacts of climate change and climate-induced shocks. She/he will coordinate with NRM Associations (COBAs/VOIs) and support local partners to integrate NRM plans and climate adaptation into commune-level and community strategies as well as the planning and budgeting of project activities. She/he will also engage communities in discussions regarding challenges and opportunities in biodiversity conservation and collaboration on Protected Area management.

KEY DUTIES AND RESPONSIBILITIES

  • Design NRM and climate change adaptation/resilience strategies and lead, coordinate, and facilitate implementation of NRM and climate change adaptation/resilience activities across all 3 HARENA target zones/landscapes.
  • Oversee assigned Regional office, supervise relevant staff and coordinate with regional/technical leads and specialists across all 3 HARENA target zones/landscapes to ensure alignment of technical activities.

  • Facilitate integration of NRM and climate change adaptation/resilience initiatives through budgeting and planning processes.
  • Lead establishment of supportive environment (with commune authorities and other local stakeholders and partners) to implement community-based NRM and community-led climate adaptation/resilience initiatives.
  • Review, update and facilitate NRM and climate change vulnerability assessments, and formulate and lead implementation of CBNRM plans and community climate adaptation/resilience action plans.
  • Lead collaboration with and support of Protected Area (PA) managers and effective PA management, including co-management with local communities where appropriate, across HARENA’s three target landscapes/zones.
  • Promote the demonstration of practical examples of community-based adaptation and resilience practices integrated into local, commune-level planning and budgeting practices.
  • Oversee coordination with RIAKE, MIZANA, other USAID-funded Activities and local partners on NRM activities and climate adaptation/resilience activities.
  • Ensure timely and accurate reporting and contribute to information and data collection for all project reports.

CONTEXTE

HARENA est un projet de l’USAID à Madagascar. D’une durée de cinq ans (2024-2029), HARENA utilisera une approche systémique et multisectorielle pour réduire les menaces sur la biodiversité et les forêts, améliorer la conservation et renforcer la résilience au changement climatique ; développer des opportunités économiques durables pour les pauvres ; et améliorer la gouvernance environnementale. En travaillant à travers les systèmes économiques et sociaux locaux, HARENA s’attaquera aux causes profondes de la pauvreté et de l’insécurité alimentaire qui poussent les communautés à Madagascar à dépendre des zones de haute biodiversité pour leurs besoins de base. Pour ce faire, HARENA agira à travers trois domaines clés d’interventions : 1) gestion des ressources naturelles et des Aires Protégées (AP), conservation de la biodiversité et des forêts (nature) ; 2) moyens de subsistance améliorés et résilients au climat et engagement du secteur privé pour améliorer le bien-être humain et les résultats socio-économiques (richesse) ; et 3) gouvernance des ressources naturelles et des aires protégées (pouvoir). Intervenant dans trois zones géographiques à haute valeur de biodiversité et à fort potentiel d’atténuation du changement climatique terrestre, HARENA mettra en œuvre cinq approches stratégiques pour atteindre des résultats clés suivants :

  • Approche Stratégique 1 : Améliorer la gestion durable des ressources naturelles avec un accent sur la biodiversité, les terres, les forêts et les aires protégées (AP) ;
  • Approche Stratégique 2 : Promouvoir des moyens de subsistance diversifiés basés sur l’agriculture durables et résilients au climat, y compris des produits de ressources naturelles complémentaires (tels que les telles que les cultures de rente) pour améliorer les moyens de subsistance et les services écosystémiques ;
  • Approche Stratégique 3 : Améliorer la gouvernance, le plaidoyer et les efforts anti-corruption au niveau national, régional et local autour de la gestion des ressources naturelles, des terres et de l’eau ;
  • Approche Stratégique 4 : Augmenter la résilience locale pour se préparer et s’adapter au changement climatique et à d’autres chocs ; et
  • Approche Stratégique 5 : Renforcer la gestion de l’utilisation des terres à travers la planification spatiale au niveau communal et sécuriser les droits fonciers par la mise en œuvre efficace de la politique foncière.

DESCRIPTION DU POSTE

Le responsable de la gestion des ressources naturelles (GRN) supervisera et coordonnera les initiatives de gestion des ressources naturelles et de résilience climatique pour le projet HARENA, et gérera le bureau régional assigné. Il/elle dirigera la conception et la mise en œuvre des activités de GRN et de résilience climatique, jouant un rôle central dans le renforcement de la GRN communautaire et permettant aux communautés dans les paysages cibles d’améliorer la GRN et de s’adapter aux impacts du changement climatique et aux chocs induits par le climat. Elle/il assurera la coordination avec les associations de GRN (COBA/VOI) et aidera les partenaires locaux à intégrer les plans de GRN et l’adaptation au climat dans les stratégies communales et communautaires, ainsi que dans la planification et la budgétisation des activités du projet. Elle/il engagera également les communautés dans des discussions concernant les défis et les opportunités en matière de conservation de la biodiversité et de collaboration sur la gestion des zones protégées.

PRINCIPALES TÂCHES ET RESPONSABILITÉS

  • Concevoir des stratégies de GRN et d’adaptation/résilience au changement climatique et diriger, coordonner et faciliter la mise en œuvre des activités de GRN et d’adaptation/résilience au changement climatique dans les trois zones/paysages cibles de HARENA.
  • Superviser le bureau régional désigné, superviser le personnel concerné et assurer la coordination avec les responsables et spécialistes régionaux/techniques dans les trois zones/paysages cibles de HARENA afin de garantir l’alignement des activités techniques.
  • Fournir un soutien technique et des conseils aux bénéficiaires et aux autres partenaires du Fonds de partenariat pour une mise en œuvre efficace des initiatives et activités de GRN et d’adaptation/résilience au climat.
  • Soutenir les partenaires locaux et les parties prenantes gouvernementales dans la préparation et la mise en œuvre de politiques et d’activités communautaires durables de GRN, ainsi que de politiques, de plans et d’activités communautaires d’adaptation/résilience au changement climatique.
  • Faciliter l’intégration des initiatives de GRN et d’adaptation/résilience au changement climatique dans les processus de budgétisation et de planification.
  • Diriger la mise en place d’un environnement favorable (avec les autorités communales et d’autres parties prenantes et partenaires locaux) pour mettre en œuvre des initiatives communautaires de GRN et d’adaptation/résilience au changement climatique pilotées par les communautés.
  • Examiner, mettre à jour et faciliter les évaluations de la GRN et de la vulnérabilité au changement climatique, et formuler et diriger la mise en œuvre des plans de GRN et des plans d’action communautaires d’adaptation/résilience au climat.
  • Diriger la collaboration avec les gestionnaires d’aires protégées (AP) et les soutenir, ainsi que la gestion efficace des AP, y compris la cogestion avec les communautés locales, le cas échéant, dans les trois paysages/zones cibles de HARENA.
  • Promouvoir la démonstration d’exemples concrets de pratiques d’adaptation et de résilience communautaires intégrées dans les pratiques de planification et de budgétisation au niveau local et communal.
  • Superviser la coordination avec RIAKE, MIZANA, d’autres activités financées par l’USAID et les partenaires locaux sur les activités de GRN et les activités d’adaptation/résilience au climat.
  • Assurer l’établissement de rapports précis et en temps voulu et contribuer à la collecte d’informations et de données pour tous les rapports de projet.
  • Voyages occasionnels aux deux autres paysages régionaux pour soutenir la mise en œuvre des activités de GRN.

RAPPORT

Le Responsable GRN sera sous la direction de Chef Adjointe de Projet.

QUALIFICATIONS

  • Licence en gestion des ressources naturelles, en conservation de la biodiversité ou dans un domaine connexe.
  • Au moins 10 ans d’expérience professionnelle dans le domaine de la gestion des ressources naturelles, de l’adaptation au changement climatique et de la résilience, avec un accent sur la mise en œuvre au niveau local et au niveau du paysage.
  • Expérience de la direction et de la gestion de composantes de projets de GRN et de la supervision du personnel concerné.
  • Une compréhension claire des questions de développement contemporaines liées à la GRN et à l’adaptation/résilience au changement climatique, en particulier au niveau du paysage et au niveau local à Madagascar.
  • Capacité à développer des solutions et des approches innovantes pour relever les défis de la GRN et de la résilience au changement climatique aux niveaux local et régional, en coordination avec les partenaires et les parties prenantes.
  • Excellentes compétences en matière de communication et de gestion du personnel et capacité à établir des relations avec des personnes à tous les niveaux d’une organisation.
  • Bien organisé et autonome, avec de solides compétences techniques, une capacité d’analyse, un bon jugement et une orientation opérationnelle.

Position Title: Regional Field Program Coordinator

BACKGROUND

The five-year (2024-2029) USAID Madagascar HARENA Activity will use a multisectoral systems approach to reduce threats to biodiversity and forests, improve conservation, and build resilience to climate change; develop sustainable, economic opportunities for the poor; and improve environmental governance. Working across local economic and social systems, the Activity will address the root causes of poverty and food insecurity that drive communities in Madagascar to rely on areas of high biodiversity for their basic needs. To do so, the Activity will work through three key areas of interventions: 1) natural resource and protected area (PA) management, and biodiversity and forest conservation (nature); 2) improved, climate-resilient livelihoods and private sector engagement for enhanced human wellbeing and socioeconomic outcomes (wealth); and 3) natural resource/PA governance (power). Focused in three geographic zones with high biodiversity value and high land-based climate change mitigation potential, HARENA will implement five strategic approaches to achieve key results:

  • Strategic Approach 1: Improve sustainable management of natural resources with a focus on biodiversity, land, forests, and protected areas (PA);
  • Strategic Approach 2: Promote sustainable and climate-resilient, market-led diversified agriculture-based livelihoods, including complementary natural resource products (such as tree crops) to improve livelihoods and ecosystems services;
  • Strategic Approach 3: Improve national, regional, and local-level governance, advocacy, and anti-corruption efforts around natural resource, land, and water management;
  • Strategic Approach 4: Increase local resilience to prepare for and adapt to climate change and other shocks; and
  • Strategic Approach 5: Strengthen land use management through spatial planning at the communal level and secure land rights through the effective implementation of the land tenure policy.

POSITION DESCRIPTION

The Regional Field Program Coordinator will be a key member of the field implementation teams. He/She will supervise and coordinate the daily activities of Field Agents in the target communes. This position will play a pivotal role in enabling effective implementation of technical programming in the assigned region/landscape, traveling frequently to the identified communes and working closely with local communities and partnership fund partners. He/She will bring expertise in either Private Sector Engagement(PSE)/Livelihoods, Natural Resource Management (NRM), or Governance, to provide technical balance and representation withing the assigned target landscape. The Regional Field Program Coordinator will work under the supervision of the Field Programs Director and the Regional/Technical Lead.

KEY DUTIES AND RESPONSIBILITIES

  • Supervise Field Agents in coordination with Regional Deputy Field Program Coordinator, and lead team of Field Agents in day-to-day activities, coordinating their efforts across identified target communes.
  • Provide capacity building to Field Agents and travel frequently to identified target communes and activity locations.
  • Manage local activity implementation in coordination with the Regional Office/Technical Lead, Technical Specialist, commune authorities, local communities and partnership fund partners.
  • Manage local data and information collection efforts as needed for Annual, Quarterly and MEL reports.
  • Collaborate with Field Program Director, Regional/Technical Leads and Technical Specialists to ensure technical alignment with local implementation.
  • Build and maintain relationships and contacts with communes, local partners, and partnership fund beneficiaries in the target landscape.
  • Provide technical guidance in assigned area to field agents and represent the technical area in the assigned region/landscape.
  • Serve as the point of contact for day-to-day coordination with RIAKE, MIZANA, and other USAID-funded Activities operating in the same landscape and target communes.

REPORTING:

The Regional Field Program Coordinator will report to the Field Programs Director with additional oversight provided by the assigned Regional/Technical Lead.

QUALIFICATIONS

  • A bachelor’s degree in environmental governance, natural resource management, or a related field.
  • Experience providing technical expertise in either PSE/Livelihoods, NRM, or Governance and managing related project activities.
  • Demonstrated experience providing leadership, guidance, and supervision to relevant field-level project staff.
  • At least 8 years of experience in program implementation in coordination with local partners, local government authorities (e.g., commune Mayors), and communities.
  • A clear understanding of contemporary development issues relating to biodiversity conservation, and/or PSE/livelihoods, NRM, or governance.
  • Ability to build relationships and collaborate effectively with stakeholders at local level.
  • Excellent communications and personnel management skills and ability to relate to people at all levels of an organization.
  • Well organized and self-directed with strong technical skills, analytical ability, good judgement, and operational focus.
  • Professional-level oral and written fluency in French and Malagasy is required, professional-level oral and written fluency in English is a plus.

  • Superviser les agents de terrain en coordination avec le coordinateur régional adjoint du programme de terrain et diriger l'équipe d'agents de terrain dans leurs activités quotidiennes, en coordonnant leurs efforts dans les communes cibles identifiées.

  • Collaborer avec le directeur du programme sur le terrain, les responsables régionaux/techniques et les spécialistes techniques afin d'assurer l'alignement technique sur la mise en œuvre locale.
  • Établir et maintenir des relations et des contacts avec les communes, les partenaires locaux et les bénéficiaires des fonds de partenariat dans le paysage cible.
  • Fournir aux agents de terrain des conseils techniques dans le domaine qui leur a été attribué et représenter le domaine technique dans la région ou le paysage en question.

  • Expérience avérée en matière d'encadrement, d'orientation et de supervision du personnel de projet sur le terrain.

POSITION DESCRIPTION

The Governance Specialist will support implementation of environmental and natural resource (NR) governance initiatives and activities for the HARENA project. This position will contribute to the technical design and implementation of environmental/NR governance activities, playing a pivotal role in strengthening environmental/NR governance in HARENA’s three target/focal landscapes. She/he will implement, monitor, adapt, and report on environmental/NR governance programming and ensure alignment with Natural Resource Management (NRM)/Climate Resilience and Private Sector Engagement (PSE)/Livelihoods activities, coordinating with local partners, USAID-funded Activities, other donor-funded projects, and local government stakeholders to meet HARENA’s regional, and local governance objectives. She/he will conduct technical assessments and organize public interest meetings to identify existing conditions, main issues, and opportunities for improvements in land use planning and land tenure, advocacy, and anti-corruption efforts with respect to natural resource, land, and water management.

KEY DUTIES AND RESPONSIBILITIES

  • Contribute to design and implementation of environmental/NR governance plans and activities in the assigned Zone/landscape as well as HARENA’s other two landscapes/zones.
  • Coordinate with the Governance Lead, other regional/technical Leads and Specialists, and Field Agents to ensure alignment of technical activities.
  • Coordinate regularly with regional, and local government stakeholders (especially at the commune level) to ensure effective implementation and communication of project goals, especially with respect to environmental/NR governance.
  • Help ensure effective coordination and collaboration with local partners and other projects, including NGOs and CSOs, and RIAKE and MIZANA, other USAID-funded Activities and other donor-funded projects.
  • Support local partners and government stakeholders in preparing and implementing sustainable environmental/NR governance policies, plans, and activities.
  • Organize public interest meetings to establish and/or reinforce traditional land use and NRM agreements (dina).
  • Identify opportunities for strategic interventions and improvements in land use planning, land tenure, NRM advocacy, and anti-corruption initiatives around natural resource, land, and water management.
  • Facilitate integration of environmental/NR governance initiatives in activity planning processes.
  • Support capacity building efforts for local communities, NGOs, CSOs, and relevant municipal-level government officials (especially at the commune level) in HARENA’s targeted zones/landscapes.
  • Provide inputs and data on environmental/NR governance activities, advances and challenges for all project reports including HARENA’s Quarterly, Annual, and MEL Reports.
  • Coordinate with RIAKE and MIZANA, other USAID-funded Activities and other local partners/stakeholders on environmental/NR governance activities.
  • Occasional travel to the other two regional landscapes to support implementation of governance activities.

QUALIFICATIONS

  • Bachelor’s degree in governance, environmental, natural resource or public policy, or a related field.
  • At least 8 years of professional experience related to environmental/NR governance, preferably at a landscape- or local-level.
  • Experience providing technical expertise for environmental/NR governance project components and managing technical activities while providing guidance to relevant staff.

Le Spécialiste de la Gouvernance soutiendra la mise en œuvre d’initiatives et d’activités de gouvernance en matière d’environnement et de ressources naturelles (RN) pour le projet HARENA. Ce poste contribuera à la conception technique et à la mise en œuvre des activités de gouvernance environnementale et des ressources naturelles, jouant un rôle essentiel dans le renforcement de la gouvernance environnementale et des ressources naturelles dans les trois paysages cibles/focaux du projet HARENA. BACKGROUND

The five-year (2024-2029) USAID Madagascar HARENA Activity will use a multisectoral systems approach to reduce threats to biodiversity and forests, improve conservation, and build resilience to climate change; develop sustainable, economic opportunities for the poor; and improve environmental governance. Working across local economic and social systems, the Activity will address the root causes of poverty and food insecurity that drive communities in Madagascar to rely on areas of high biodiversity for their basic needs. To do so, the Activity will work through three key areas of interventions: 1) natural resource and protected area (PA) management, and biodiversity and forest conservation (nature); 2) improved, climate-resilient livelihoods and private sector engagement for enhanced human wellbeing and socioeconomic outcomes (wealth); and 3) natural resource/PA governance (power). Focused in three geographic zones with high biodiversity value and high land-based climate change mitigation potential, HARENA will implement five strategic approaches to achieve key results:

  • Strategic Approach 1: Improve sustainable management of natural resources with a focus on biodiversity, land, forests, and protected areas (PA);
  • Strategic Approach 2: Promote sustainable and climate-resilient, market-led diversified agriculture-based livelihoods, including complementary natural resource products (such as tree crops) to improve livelihoods and ecosystems services;
  • Strategic Approach 3: Improve national, regional, and local-level governance, advocacy, and anti-corruption efforts around natural resource, land, and water management;
  • Strategic Approach 4: Increase local resilience to prepare for and adapt to climate change and other shocks; and
  • Strategic Approach 5: Strengthen land use management through spatial planning at the communal level and secure land rights through the effective implementation of the land tenure policy.

POSITION DESCRIPTION

The NRM Specialist will coordinate and support natural resource management and climate resilience initiatives and activities in the assigned Zone/Landscape for the HARENA project. This position will contribute to the design and implementation of NRM and climate resilience activities, playing a pivotal role in strengthening community-based NRM and enabling communities and communes in the assigned target Zone/landscapes to adapt to the impacts of climate change and climate-induced shocks. She/he will work to ensure alignment between the NRM/climate resilience plans and activities in the assigned Zone/landscape, working with NRM Associations (COBAs/VOIs) and supporting local communities, partners and stakeholders to integrate NRM and climate adaptation and resilience into community strategies. She/he will also engage communities in discussions regarding challenges and opportunities in biodiversity conservation and Protected Area management.

KEY DUTIES AND RESPONSIBILITIES

  • Contribute to design and implementation of NRM and climate change adaptation/resilience plans and activities in the assigned Zone/landscape; contribute to these same activities in the other 2 HARENA zones/landscapes as needed.
  • Coordinate with the NRM Lead, regional office staff, and other regional/technical specialists to ensure alignment of technical activities.
  • Provide technical support and advice to grantees and other Partnership Fund partners for effective implementation of NRM and climate adaptation/resilience activities.
  • Support local partners and government stakeholders (especially at the commune level) in preparing sustainable community-based NRM policies and activities, as well as community-led climate change adaptation/resilience policies, plans and activities.
  • Facilitate integration of NRM and climate change adaptation/resilience initiatives in activity planning processes.

Ce poste contribuera à la conception et à la mise en œuvre des activités de GRN et de résilience climatique, jouant un rôle central dans le renforcement de la GRN à base communautaire et permettant aux communautés et aux communes dans la zone/paysage cible assigné de s’adapter aux impacts du changement climatique et aux chocs induits par le climat. Elle/il s’efforcera d’assurer l’alignement entre les plans et les activités de GRN/résilience climatique dans la zone/paysage assigné, en travaillant avec les associations de GRN (COBA/VOI) et en soutenant les communautés locales, les partenaires et les parties prenantes pour intégrer la GRN et l’adaptation et la résilience climatique dans les stratégies communautaires.   • Faciliter l’intégration des initiatives de GRN et d’adaptation/résilience au changement climatique dans les processus de planification des activités.
  • Contribuer à la mise en place d’un environnement favorable à la mise en œuvre d’activités communautaires de GRN et d’adaptation/résilience au changement climatique menées par les communautés.
  • Contribuer à l’évaluation de la GRN et de la vulnérabilité au changement climatique, ainsi qu’à l’élaboration et à la mise en œuvre de plans de GRN et de plans d’action communautaires d’adaptation/résilience au changement climatique.
  • Promouvoir la démonstration d’exemples concrets de pratiques communautaires d’adaptation et de résilience au climat intégrées dans les pratiques de planification et de budgétisation locales.
  • Coordonner avec RIAKE et MIZANA, d’autres activités financées par l’USAID, et d’autres partenaires locaux/parties prenantes sur les activités de GRN et les activités d’adaptation/résilience au climat.
  • Fournir des informations et des données sur les activités de gouvernance environnementale et rurale, les progrès et les défis pour tous les rapports du projet, y compris les rapports trimestriels, annuels et de la MEL de HARENA.
  • Voyages occasionnels aux deux autres paysages régionaux pour soutenir la mise en œuvre des activités de GRN.

RAPPORT

Le Spécialiste GRN sera sous la responsabilité du Responsable du Bureau Régional/Technique dans la zone/le paysage assigné.

QUALIFICATIONS

  • Licence en GRN, conservation de la biodiversité ou dans un domaine connexe.
  • Au moins 8 ans d’expérience professionnelle dans le domaine de la GRN et de l’adaptation et de la résilience au changement climatique, de préférence au niveau du paysage ou au niveau local à Madagascar.
  • Expérience dans la fourniture d’expertise technique pour les composantes de projets de GRN et de résilience au changement climatique et dans la gestion d’activités techniques tout en fournissant des conseils au personnel concerné.
  • Une compréhension claire des questions de développement contemporaines liées à la GRN et à l’adaptation et la résilience au changement climatique, en particulier au niveau du paysage et au niveau local à Madagascar.
  • Capacité à développer des solutions et des approches innovantes pour relever les défis de la GRN et de la résilience au changement climatique aux niveaux local et régional, en coordination avec les partenaires et les parties prenantes.
  • Excellentes compétences en matière de communication et de gestion du personnel et capacité à établir des relations avec des personnes à tous les niveaux d’une organisation.
  • Bien organisé et autonome, avec de solides compétences techniques, une capacité d’analyse, un bon jugement et une orientation opérationnelle.
  • Une maîtrise orale et écrite de niveau professionnel du français et du malgache est requise ; la maîtrise de l’anglais oral et écrit est souhaitée.
